Almost always airflow. Lint builds up in the hose, the wall duct, or the outside flap, so moist air stays inside the drum. A weak heating element or tired blower wheel can do it too. We test both before recommending parts.
Treat it that way. Stop the cycle, unplug the dryer, and leave the door open. Lint packed near the heater can scorch. Don't run another load until someone has opened the cabinet and cleared the housing.
